What is E-Invoicing?

Unlike a PDF, scanned invoice, Word document or invoice sent as an email attachment, a compliant e-invoice contains structured data that can be processed electronically and reported through the UAE e-invoicing framework.
The UAE e-invoicing programme is based on the international Peppol standard and uses accredited service providers to facilitate the secure exchange and reporting of electronic invoice data.

UAE E-Invoicing Mandate

The UAE is introducing e-invoicing through a phased implementation programme covering businesses and government entities within the defined scope.

The system primarily covers Business-to-Business (B2B) and Business-to-Government (B2G) transactions, subject to the applicable rules and exclusions. Business-to-Consumer (B2C) transactions are currently outside the mandatory e-invoicing scope unless future regulations provide otherwise.

Businesses should therefore begin preparing their processes, accounting systems and technology infrastructure well before their applicable implementation deadline.

Frequently Asked Questions

Is a PDF invoice considered an e-invoice?

No. A PDF, scanned document, image, Word document or invoice sent as an email attachment is not considered a structured e-invoice under the UAE framework.

Mandatory implementation is being introduced in phases. Businesses with annual revenue of AED 50 million or more are required to implement e-invoicing by 1 January 2027, while businesses with annual revenue below AED 50 million have an implementation deadline of 1 July 2027.

An Accredited Service Provider (ASP) is a service provider recognised under the UAE e-invoicing framework to facilitate the electronic exchange and reporting of invoice data between businesses and the relevant government platform.

B2C transactions are currently outside the mandatory UAE e-invoicing scope under the applicable rules, subject to any future changes issued by the Ministry.
